Deux chefs d'Etats au Honduras?: l'affaire Zelaya/Two State Chiefs in Honduras?: the case Zelaya

Depuis le 28 juin 2009 le Honduras a un nouveau chef d'Etat Roberto Micheletti, mais pas élu par les citoyens mais nommé par la Cour constitutionnelle du Honduras.
Pourquoi? Parce que l'armée a fait un coup d'Etat ce jour-là et a renversé le président élu Manuel Zelaya.
Manuel Zelaya est de centre-droite , élu depuis 2006 et a progressivement rendu sa politique plus sociale jusqu'à adhérer au groupe d'Etats Petrocaribe , l'OPEP latino-américaine menée par Hugo Chavez et Daniel Ortega (Nicaragua, le grand voisin et souvent rival dans l'histoire)
notamment, ceci face aux majors pétrolières qui ne voulaient pas baisser leurs prix (le président a choisi une compagnie aux prix les plus attractifs), à faire un accord avec Lula pour l'énergie et à faire adhérer son pays à l'Alternative bolivarienne pour les Amériques.Le prétexte du coup d'Etat est la volonté d'organiser un vote pour la possibilité que le président fasse deux mandats par le biais d'une assemblée constituante et ceci pour le prochain président (car il voulait respecter la constitution actuelle).
Tous les dirigeants des Amériques ont dénoncé ce coup d'Etat: Evo Morales, Hugo Chavez, Barack Obama, Michelle Bachelet...
Que doit-on retenir de tout ça? Et bien, l'armée n'a probablement pas accepté sa politique de rapprochement avec les autres pays d'Amérique centrale et d'Amérique du sud. L'Amérique Centrale traîne son économie depuis une trentaine d'années liée à une dépendance trop poussée aux Etats-Unis depuis la fin du XIX° siècle (la firme United Fruit a acheté énormément de terres comme au Costa Rica , alors que de nombreux paysans n'avaient que des microfundios ou encore l'United Fruit et la CIA ont renversé en 1954 le président guatémaltèque aux sympathies communistes Jacobo Arbenz) et le Marché Commun de l'Amérique Centrale ou le Parlement centro-américain n'arrivent pas à décoller (au point d'attendre un lointain rattachement à l'ALENA!)
Il est clair qu'une intégration avec l'Amérique du sud est nécessaire pour le Honduras tout comme les autres pays de la "Mesoamérica".


/ Since the June 28th 2009, Honduras has had a new State chief Roberto Micheletti , but not as elected but named by the Constitutionnal Court of Honduras.
Why? Because the military made a coup d’Etat that day and has overthrown the elected president Manuel Zelaya.
Manuel Zelaya, centre-right, elected since 2006 has turned progessively his policy to a more welfare one until adherating to the States group of Petrocaribe (‘the Latin-American OPEC’) led by Hugo Chavez and Daniel Ortega (in Nicaragua, the big neighbour and traditionnal rival in the history) mainly, this face to big oil majors which didn’t want to lower their prices (the president has chosen so a alternative company with the most attractive prices); until agreeing with Lula in Brazil for energy topics and making adherate his country to ‘Bolivarian Alternative for the Americas’. The pretext of the coup was the will to organise a votation for the possibility of two mandates presidency thanks to a constituating assembly and this only for the next president (as he wanted to respect the current constitution).
All the leaders of the Americas have denounced that coup: Evo Morales, Hugo Chavez, Barack Obama, Michelle Bachelet...
What do we have to remember ? Well the military didn’t accept probably his policy of closer relationship with the others Central America and South America. Central America has dawdled its own economy since a thirty years, linked with a too much deep dependence to the USA since the XIXth century.
The United Fruit had bought much lands like in Costa Rica, whereas many pesants had only microfundios or even United Fruit and CIA had overthrown Jacobo Arbenz in Guatemala for his communist friendly ideas. The Common Market of Central America and the Central American parliament don’t suceed to go further than the line (even it is said that the region is waiting for admittance to NAFTA!)
It is clear that a integration with South America would be necessary for Honduras as the other ‘Mesoamérica’ countries.
